Learning who the prime is from one recruiter e-mail
I received an e-mail from a recruiter about a position that would potentially be a good fit for me.
Here is what the text of the e-mail said:

I have an open Data Analysis and Visualization Specialist role on the LMSS program located in Springfield, VA. I have included the description below. If you are interested, please send me a copy of your most recent resume and your desired salary. I have attached our benefits summary as well.
Data Analysis & Visualization Specialist: Experience providing expertise in data collection, analysis, and reporting performance. Proficiency in Kirkpatrick evaluation model, survey design, and statistical software packages (SPSS, Tableau) to develop and execute comprehensive performance measurement for NGC offerings. Possesses ability to analyze assessment data and conduct descriptive and inferential analysis to develop detailed reports, delivered through documents, dashboards, and raw data sets to inform stakeholders of course effectiveness. Strong proficiency to manage and manipulate dates in Excel and Tableau and develop/maintain data visualizations, reports, briefings, dashboards, and discussion points that convey information useful for decision making by various stakeholder groups. Ability to work across organizational teams (e.g., HDS) to develop and run queries, reports, and scripts using HRIS/LMS data to justify recommendations and inform decision making by College leadership.

I know this is a position at the National Geo-spatial Intelligence Agency (NGA) where I work because it's in Springfield, VA and references a few things that only NGA offers like NGC which is the NGA College.
That's just my personal knowledge though but a quick google search would quickly reveal the particular agency.
The recruiter just happened to reference the the particular contract/ program "LMSS" program so I googled "NGA LMSS contract."
One of the results points to the Contract Announcements page on the NGA website.
I did a Ctrl-F and searched for "LMSS" and found ... nothing.
Then I searched for "college" and found an announcement from March 1st 2023.

SPRINGFIELD, Va. — NGA awarded a contract for learning management and support services to Noblis Inc., of Reston, Virginia. The contract will procure contractor support for the National Geospatial-Intelligence College to develop and manage high quality learning solutions. The total period of the contract is five years. The value of the contract is approximately $78.9 million.

Bingo. LMSS is "learning management and support services."
Looks like the prime is some company called Noblis Inc.
I then went to their careers page and looked up the posiiton and found it.
Data Analysis and Visualization consultant (the link might be dead by the time this e-mail gets to you)
If I wanted to move forward with trying to get a 1099 gig, I might try submitting a resume via the job portal and then using the "apply for a 1099 gig" method in my book where I try to interview my way to the program manager.
Or, because I work at NGA and have a government friend that works in the college, I could e-mail him and see if he knows someone at Noblis and see if I can get an intro.
You can get lots of information from a bit of sleuthing, and if you use my methods from the book, you could get a 1099 gig out of it.
