Find teaming POCs via SAM.GOV Q&As
I'm considering partnering with a prime to bid on a contract at an agency I support.
The prime I might work with sent me the SAM.gov pre-solicitation link to review.

Before the government sends out a formal RFP they give potential bidders an opportunity to engage with the contract team and ask questions, which may help them write a smarter RFP.
In this case, the Q&A is documented and uploaded onto SAM.gov.
If you go to the QnA_Report-Day 1AM file and go to row 48 in the spreadsheet, you'll see that "Thomas Kaess from LMI" asked a question.
Assuming you want to find a prime to team up with, I'd look up his LinkedIn and/or e-mail and shoot him a note introducing yourself and saying you are looking to team with a good prime to do X as a sub-contractor/1099 on this potential contract.
Now if all goes well you get a teaming agreement in place, the prime wins, and you got yourself a 1099 bid.
I don't necessarily recommend this as a primary approach to getting your first 1099 gig since there are better ways to get there faster.
BUT, as a way to expand your network for your second, third, or fourth gig, this is another way to find the right POC to reach out.
